Currently the Sultan of Oman Professor of International Relations and the Practice of Diplomacy at the Harvard Kennedy School of Government, Dr. Burns served in the U. S. Government for 27 years as a Foreign Service officer in Russia, India, Greece, and countries of Africa and the Middle East.
