Motor Vehicle Registration
Berea College requires all motor vehicles, including motorcycles, operated or parked on College property to be registered with Public Safety.

Acceptance of a decal or permit is considered an understanding and acceptance of the College’s parking and traffic regulations and your responsibility to abide by these regulations.
Alternate Vehicles
When special circumstances exist, such as repairs to the vehicle you normally drive, you should notify Public Safety as soon as the alternate vehicle is brought on College property. Alternate vehicles used for more than three days require the purchase of an additional decal or a temporary permit, which is valid for up to one month.
Visitor Passes
Guests of the college community may obtain visitor passes at the Public Safety Office (first floor Woods Penn). Visitor passes are issued at no charge directly to the operator of the vehicle. VEHICLES PARKING ON CAMPUS AT ANY TIME WITHOUT A PROPERLY DISPLAYED DECAL OR PASS ARE SUBJECT TO CITATIONS.
Parking Violations
- Citation fines are $10 for “Parking on Sidewalk”, “Over Time Limit”, etc.
- Citation fines are $15 for “No Current Decal”, “Unauthorized Area”, “Restricted Space”, “On Yellow Line” and “Blocking Road” .
- Citation fines are $50 for “Blocking Fire Lane” and “Handicapped Parking Without Permit”.
- Late fees are $10 for citations not paid within five business days of issuance.
Fines and fees are payable at the Student Service Center or the Public Safety Office. Unpaid fines (student or staff ) will be processed through Accounting with late fees added. If you believe the citation was incorrectly issued, it may be appealed at Public Safety within five (5) business days. Appeals will be considered when a copy of the citation is attached to a written explanation of circumstances and mailed to the Citation Appeals Board at CPO 2184. The name and mailing address of the person making the appeal must be included for processing. Appeals can also be made through email (send to public_safety@berea.edu) along with your name, mailing address, ticket number, vehicle license number and your appeal statement.
Towing and Vehicle Immobilization
Vehicles which accumulate more than three citations (PAID OR UNPAID) are subject to towing or immobilization. Prior notification to the owner is not required. Payments of citations and fines must be made to Public Safety before the vehicle will be released by the towing agency. Towing and storage fees are the responsibility of the vehicle owner.
Grace Periods
Grace periods are specific times between the end of one term and the beginning of the next, when vehicles may be brought to campus for the sole purpose of transporting personal possessions and apply ONLY to students with no current decal! Vehicles brought to campus during these Grace Periods must be parked at all times in Resident Student Lots (FM Student Lot, Anna Smith Lot and Blue Ridge Lot). Vehicles may park on campus for a 20-minute interval while loading/unloading possessions. Emergency flashers must be activated during this time.

Parking information given by friends or staff from other departments is sometimes incorrect and may cost you money! Please take a few minutes to become familiar with the regulations. Accepting a decal from Berea College authorizes us to deduct any unpaid permit fees, parking citations and related fines from the owner/ operator’s student account or employee paycheck.

ALL previous citations must be paid before a new Decal may be purchased.
Obtaining Blue Decals for College Faculty and Staff
All Berea College Faculty and Staff members with blue decals are permitted to park at any time in any available non-restricted campus parking space except the Boone Tavern Lots (unless there as a customer), the Student Lot at Facilities Management, the Anna Smith Lot, the Eco Village and the Blue Ridge Lot. Blue decals are issued from the Public Safety Office.
Obtaining Purple Decals for Seabury Center Members
Seabury Center members with purple decals are permitted to park only in the Seabury Main Lot (not on Campus Drive). Decals may be obtained at the Public Safety office for $25 with additionals at $15 each. Decals are valid July 1 to June 30. Seabury members with handicapped status may use the designated spaces on Campus Drive.
Obtaining Yellow Decals for College Square Businesses
The Boone Tavern parking lots are reserved for customers and guests only. Citations will be issued to students, business employees, college employees or other unauthorized parking. College Square area business owners, managers and employees with yellow decals are permitted to park in Jackson Street Lot A, including the adjacent street spaces behind the Welcome Center, and Jackson Street Lot B beyond Anna Smith Hall. Decals are $40 for the year and will be issued from the Public Safety Office, valid from July 1 to June 30.
Obtaining Green Decals for Resident Students
Students residing on campus must display a green decal for their vehicle. Resident students first must be approved by Public Safety for use of vehicle on campus before they can purchase decals. Student status takes precedence over any other considerations concerning decal eligibility. If permission is granted, the following is needed to purchase a green decal:
- Authorized vehicle permission papers (from Public Safety)
- Copy of current Vehicle Registration and Insurance
- A copy of your current Driver’s License
- Any other paperwork as required by the permission papers
- $50 cash or check. No decals may be student charged.
Parking for Green Decals
All students with green decals must park in the following lots between the hours of 7a.m. and 7p.m.:
- Student Lot behind Facilities Management
- Blue Ridge Lot
- Anna Smith Lot off Prospect Street
Students with green decals may park in any Berea College lot between the hours of 7p.m. and 7a.m. EXCEPT for the following:
- Boone Tavern
- Campus Drive
- Eco Village
- Library
- Lower Woods Penniman
- Specialty Houses (all spaces are fire lanes)
- Mill Street (Blue Decal/Event Parking only)
Resident students parking on city streets, other lots, and drives in Berea between 7AM and 7PM are subject to citations by Public Safety. All other parking regulations will be in effect 24 hours a day, seven days a week and citations will be issued for violations. Vehicles parking in unauthorized areas for 20 minutes for the sole purpose of loading/unloading belongings, must have emergency flashers activated or they are subject to citations. If flashers are inoperable, you must notify Public Safety Office prior to loading/unloading.
Obtaining a Red Decal for Town Students
Students approved to live off-campus can acquire their red decal by bringing the following to Public Safety:
- Copy of Vehicle Registration and Insurance
- A copy of your current Driver’s License
- $25 cash or check. Decals may not be student charged.
Parking for Red Decals
Red decals allow commuter students to park in the following areas from 7a.m. to 7p.m.:
- Lower Kettering lot
- Jackson Street lot B (beyond Anna Smith Hall)
- The Main Seabury Center lot
- The Technology/Industrial Arts north lot
- The Presser Hall lot
From the hours of 7p.m. to 7a.m. town students with red decals may park in all campus lots, excluding the Boone Tavern lot and Mill Street. All other regulations remain in effect 24 hours a day and citation will be issued for violations.
Eco Village Parking
For those wishing to park at the Eco Village:
- White EV Only decals are permitted to park only in Eco Village lots.
- Red EV Campus decals are permitted to park at the Eco Village in addition to Red Decal lots.
- Only one family vehicle may park at the Eco Village at any time. Additional vehicles may park in a Red Decal Lot with a red EV Campus decal.
- No parking on Mill Street at any time.
Replacements Decals
If a decal is lost or stolen, it should be reported immediately to Public Safety and a replacement decal purchased. Registration may be changed from one vehicle to another by the vehicle’s owner. The registrant should bring the old decal or its remains to Public Safety and purchase a replacement for $2.
